Home Stay facilities can be offered only with the license from Tamil Nadu Tourism Development Corporation ‘TTDC’ which has laid down certain conditions for the two categories, gold and silver which is granted based on the facilities which are available in the Home Stay facility. The Kodai master plan states that many houses are occupied by owners only for limited periods, the option of utilizing the existing housing stock more effectively for the benefit of visiting tourists and preventing further construction of tourist lodges is considered has the main reason to permit Home Stay facilities. Reason for permitting Home Stay establishments: Therefore, the Kodai master plan permits Home Stay facility in primary residential, sparse residential and primary vegetative land use zones, the owners shall while providing the facility shall adhere to Ministry of tourism guidelines on Home Stay. Kodaikanal Master Plan encourages Home Stay:įrom reading Kodaikanal master plan it becomes very clear that it is the intention of the government of Tamil Nadu to promote Home Stay scheme in the city of Kodaikanal to encourage the economy of the locals and to ensure that visitors get a feel of living with the local community. Kodaikanal master plan 2019 which was approved and published by government of Tamil Nadu for better development of the city of Kodaikanal clearly expresses its intention that, “ To ensure that existing building in the primary residential areas are better utilized since many are not permanently occupied, they may be permitted to be utilized as bed and breakfast and home stays as per Ministry of Tourism guidelines.” This note analyses the Home Stay scheme with specific reference to the city of Kodaikanal. Based on the guidelines Tamil Nadu Tourism department has come up with guidelines through which a house owner can allocate minimum one and maximum 6 rooms to accommodate guests with a condition that the owner of the house should physically reside in the same premises along with other conditions.
Ministry of Tourism with an aim to promote tourism has come up with “The Incredible India Bed & Breakfast/ Home stay Establishments” scheme ‘Home Stay’ across India in the year 2014 and provided guidelines for each State to implement the scheme.
